Write a backstory for your vortigaunt: J'zar Theim was with his group of vortigaunts, him being the youngest. The combine released necrotics all around their homelands. They were forced to retreat to open land, where the combine captured all of them, seperated, and enslaved them. Many years later J'zar Theim is now in C18, serving for the combine, doing whatever they ask. In enlightenment of living a life on freedom, the J'zar Theim adjusted to the surroundings of C18, and was merely brainwashed into serving the union. In which J'zar had an opportunity to escape, it would be almost certain that he would retain there in C18, never to leave, unless told to by the union, or the combine.
Write a few vortigaunt rp situation's:

J'zar Theim: Here we stay.
Jordan Fields: You can be free!
J'zar Theim: We believe the opposite.

J'zar Theim: We live to serve.
J'zar Theim: It is an honour.
Jordan Fields: Fine! You, are staying behind, to rot!
J'zar Theim: Our place is here.
J'zar Theim: We are still here.
Jordan Fields leads on his group outside the secret tunnel, beyond the C18 walls.
