I was walking through the town, and saw someone in the proccess of being mugged. I watched them and thought I wasnt able to help them at all. Than I remembered the CCA and how they could protect the city against wrong doers like so. I than though about it and Here I am.

I agree with Viking and Mechanic. Either you put very little effort in to this application, or you have little experience with HL2 RP.

This depends on the character, there are no specific ruleset for the units, they are humans too and they are allowed to call eachother friends if they want to, but its not sure the higher ranked will like it.
