I don't think someone who uses drugs would fit the staff, because using drugs might affect on your discretion which could possibly lead into bad decisions and and in the worst case abuse when you are under the hallucination of drugs.

Just kidding. I would personally like to see you on the server before giving my opinion

Making a Power application while you did not even join the server clearly shows a bit of that you are only applying for the powers instead of helping the server.

4. Maybe or maybe not RP, I don't watch RP forums that much but I think I've heard you do

Calm down with the apps ok?

Also you have no time on the server, and even if it is closed off to people other than staff, you should at least convince a trusted staff to let you on to help test it before you apply for powers.

Also as for the pot thing, none of us actually know what will happen, so don't use that for a reason.

Overall, I say decide which you REALLY will be dedicated to, and get actual hours on our server.
