Lately whenever I, or anyone around me, shoots a gun I lag out for 5+ seconds which makes TTT pretty much unplayable. I have been working with Mephis to try and find out what a problem could be or how to fix it but as of now we have had no luck. If you need someone banned I can still jump on and do that I just can't play for the time being. Hopefully I can get this fixed but if I can't I will probably need a new laptop which I just can't afford right now. Hopefully I can get this fixed soon cya all later.

Buy a chromebook.

Their specs make a custom $3000 computer look poopy.

Is this just a problem with Gmod or across multiple games and anything that's connected to the internet? If it is, check your connection on another device to see if it's an internet problem and not a computer problem.

@Sam-Fisher: If you buy a x86 based chromebook(one with Intel), you can "hack" it to run Ubuntu, then install Steam on that and play any Linux compatible game that isn't too demanding(since the hardware is weak). Also they do work offline, but only with offline programs. You can type documents, listen to music, and use apps offline(among other things).
