Watched the topic about it on facepunch, Damn.. its confusing as hell,
It seems that garry has putted out a patch, so is steam doing i guess on Counter strike/and more source games,

goto programfiles(x86)>steam>steamapps>common>garysmod>garysmod>downloads if you see anything in there that says something about system36 or anything that doesn't look like should be in gmod delete it. It is safe because anything to do with system36 should be in windows folder.

its not really in downloads
ita in cache folder , particuarly in the lua folder
it can look like this:
,,,,,,,_system32.dll
or what ever dll file,
Just completly remove the cache folder located in garysmod》garysmod
