It depends on the mod. Any mod that gives you an advantage or allows outright cheating is against the rules.

Any mod that does the following is a big no-no:
-Allows Flying
-Adds a Mini-map
-Allows X-ray
-Allows Teleporting
-Allows God mode

My personal mod list:
-LiteLoader
-Forge
-Optifine
-Macro Keybinding
-WorldEditCUI
-GLSL Shaders

If you have a mod you want to use but you're not sure if it's allowed, make a post on the forums here and myself, SilentAmmo, or Granny will get back to you on that. I'm also on Steam under |FP| Sypher, and I'm also often on TeamSpeak (ts.friendlyplayers.com) in either the Trouble in Terrorist Town, Payday 2, or Minecraft sections if you want to ask me personally.

Exactly. Several mini-maps not only give you a layout of where you are, but have a radar feature that allows you to hunt down certain mobs, other players, and in some cases dungeons or chests.
