I think the Jailbreak server should be a GMod Jailbreak server for a few reasons.

There are less Jailbreak servers on GMod
It is easier to mod servers for gmod.
GMod has alot of active players(not just fp).
It is easier to take care of a GMod server.
The Jailbreak server is dead and more players might like the gmod version better.
Better plugins.

I'd love to see this done, doubt it will happen though as it's already setup on CSS.

I think that it would be much popular if it was on Garry's Mod, but then again it's kind of pointless because it's already all setup.

No doubt that it'd be more popular on Garry's Mod. There's very few jailbreak servers on Gmod (from what I've seen) and moving the jailbreak server from CS:S to Garry's Mod will bring much more variety into the community.
