Fix the map voting

1.Give prisoners and gaurds a radar so its easier to find them
2.On the loading screen,put the top players of the week
3.On the loading screen,put the rank list so that players know who to contact when needed

Give Operators access to the Jail command.

Jail works allot better then freeze because it shows the player and the other players that the person in jail is in trouble. Also allot of times if people are frozen people have a hard time telling that they are and will end up attacking them it will marking them as a rebel.

Suggestion:
Recolor rtv's so they aren't confused with rebellers. Maybe make 'em purple.

Add the "vent" on Lego from the Club bathroom to under the stairs to the KOS list.

Suggestion:
Reduce the underwater breathing from infinite to 10 or 15 seconds.

When the round first starts, automatically mute the Prisoners for the first 30 seconds.
