As Jochs said, banning Derpy is a bit overkill. At worst, just ban the alt.

As for Whip, he has gotten quite out of hand. My main thing is promoting illegal actions, which is explicitly stated in the ToU that it is never allowed.

Also, on the topic of Whip's TTT ban. I know who told you that, as he talked to me too. He was not on at the time the ban was placed, and while you were warned once with him on, it continued after a day or two. That's why the exact reason was "Advertising despite knowing better", because you were warned, multiple times, and there was still the problem.
