Legends usually just come and go, but most are forgotten. The funny thing is heroic people do what they do without being told to do so. Most never get recognized for their efforts, and that's how true legends are born. William Wallace was a legend, Patton was a legend, Churchill, the Founding Fathers, The Pope, The Batman, Rick Grimes, those type of people are legends. They just do what they need to do in order to keep peace and order. In FP I think a legend would be someone who could keep the peace and order without being totalitarian about it. That narrows it down quite a bit.
