Go ahead and try. I don't think enough people care sadly enough. Even if enough people put in words, I'm not sure if a SA will come on and give you the rank. Promoting the server would be nice however. If the server came back to life Chute and EMP might pay a little more attention. Seems like they don't now a-days.
